On Sunday, March 5th, 2023. A trainers convoy arrived and the TOT course opened at the Business Incubator headquarters of the University of Echahid Hamma Lakhdar – El Oued. The event was attended by various dignitaries including the University’s Rector, Prof. Omar Farhati, Prof. Mir Ahmed – the Minister’s Advisor and Chairman of the National Committee for Follow-up of Innovation and University Entrepreneurship, Dr. Farhat Mohamed Fouad – Director of the Business Incubator and the Patent Follow-up Officer at the national level, as well as Prof. Qada Al-Habib and Lasoud Abdel Halim – the Vice Chancellors for External Relations and for Development and Foresight respectively. Other attendees included Mr. Chaouki Mudallal – the Secretary-General of the University, members of the National Committee, and the University’s administrative and scientific staff.

This training program targets directors of university business incubators and trained professors. It consists of 30 trainee professors from higher education and scientific research institutions in the eastern region, including the University of Shahid Hamma Lakhdar El Oued, the University of Kasdi Merbah of Ouargla, the University of Larbi Tebessi of Tebessa, the University of Mohamed Khider of Biskra, the Higher School of Professors of Ouargla, the Higher School of Desert Agriculture of El Oued and the Mechanical Research Center. The aim of this course is to train officials from university and entrepreneurial business incubators, as well as their scientific entities. During the opening speech, the President of the University, Prof. Omar Farhati, expressed his gratitude to all members of the National Committee for the Follow-up of Innovation and University Entrepreneurship, including its President Professor Mir Ahmed, and Dr. Mohamed Fouad Farhat, the Director of the Incubator, for organizing this research event. This program is in line with the Ministry of Higher Education and Scientific Research’s strategy. Prof. Mir Ahmed, the Chairman of the National Committee, announced that over 500 trainers have been trained in the fields of entrepreneurship, intellectual property, and training. These programs are designed to provide continuous support to holders of innovative projects and those involved in obtaining Ministerial Resolution No. 1275 Startup Certificate Patent Certificate. On the sidelines of the training course’s opening, the Rector of the University honoured Dr. Fouad Farhat, the Director of the University Business Incubator of the University of Echahid Hamma Lakhdar–El Oued, and Professor Mir Ahmed, the Chairman of the National Committee for the Follow-up of Innovation and University Entrepreneurship.
